Saakashvili said his country was a "failed state" six or seven years ago, but under his leadership, "has now made a successful transition to a modern, privatized economy."
The discussion, called "Poverty Is Not Destiny," was part of the Milken Institute's Global Conference 2010, an annual international gathering of business, political, and intellectual leaders.
